He found the problem, called and got the parts and replaced it. The quality of work is good and the hot water is back on within 2.5 hours after I made the request.

The previous plumber only fiddled with the valve after I asked him to replace it and the toilet resumed running every 10 minutes or so within a few hours. David listened and did the job correctly. If I have any more plumbing issues, I'll contact David.
